Mayor Reham S. Tulawie Launches REHAM Project in Talipao’s First 100 Days: “Bringing Government Services Closer to the People”

Talipao, Sulu — September 30, 2025.

Mayor Reham S. Tulawie has officially launched the Barangay Visitation Program as part of her first 100 days in office, under the theme “Bringing Government Services Closer to the People.”

The program, known as the REHAM Project (Responsive Engagement for Holistic Assistance in the Margins), seeks to deliver essential government services to all 52 barangays of Talipao. The initiative began in Barangay Upper Sinumaan, a once conflict-affected area now experiencing renewed hope for peace and progress.

During the launch, government and partner agencies provided vital services to residents, including:

  • Live Birth Registration
  • Distribution of Welfare Goods and Services
  • Medical and Health Assistance
  • Distribution of Agricultural Inputs and Services
  • Livelihood and Skills Training

The project also broke ground for two new high school classrooms and a Barangay Health Station—critical infrastructure designed to benefit the youth and families of Upper Sinumaan.

In her address, Mayor Tulawie emphasized the guiding principles of the REHAM Project:

“This project is not just a program—it is a promise. A promise to bring the government, whether local or national, closer to the people; to listen to your voices; and to respond to your needs with genuine compassion and concrete action. This marks the beginning of our journey together—as bearers of service for our fellow citizens. And we will strive to carry this forward in the days to come, so that more communities may benefit and truly feel the government’s sincere concern.”

A Manifesto of Support was signed by representatives of government institutions and partner agencies to ensure the sustainability of the REHAM Project, including:

  • Armed Forces of the Philippines (AFP)
  • Philippine National Police (PNP)
  • Ministry of the Interior and Local Government (MILG)
  • Ministry of Social Services and Development (MSSD)
  • Ministry of Public Works (MPW)
  • Ministry of Health (MOH)
  • Ministry of Trade, Investment and Tourism (MTIT)
  • Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR)
  • Bureau of Fire Protection (BFP)
  • Ministry of Basic, Higher and Technical Education–TESDA (MBHTE-TESDA)

LTC Genesis Gabrido, Commander of the 41st Infantry “Partner for Peace” Battalion, 1103rd Brigade, 11th Infantry Division, highlighted the importance of local leadership in peacebuilding:

“A significant factor in resolving conflicts is the leadership of the local government…Here in Talipao, we see unity, and the genuine concern of leaders for every resident. The vision here is not only for the country but for every citizen.”

The event also featured cultural performances by Upper Sinumaan students, including welcome songs, drills, and traditional music using angklung and recorder instruments. These efforts were supported by SULADS Philippines volunteers, who continue to strengthen education and values formation in the area.

Meanwhile, ZPM AMR Volunteers, through the Bud Mana Project, are uplifting the community by promoting organic gardening, fruit tree planting, and natural fertilizer production—initiatives aimed at improving health, agriculture, and livelihoods.

Adventist Mission Director Ranny De Vera, representing volunteers in the field, reaffirmed long-term commitment:

“We have no plans to stay (forever), but this is our commitment: as long as you need us, we are committed to remain. InshaAllah.”

Also present was Philippine Looper aspirant Ferdinand dela Merced, who joined residents and leaders in celebrating this milestone.

The REHAM Project affirms that with strong leadership, collaboration, and service from the heart, peace and prosperity can flourish even in marginalized communities—proving that government services can truly reach the people where they are.
